I really like the "Recommendations" paragraph at the end - even if I can't yet keep up with all the details in the body of the post, this section is straightforward and actionable.
Both would be good. It's better at the bottom for readers like me who are going to get through the whole thing and can soak up as much context as possible before they get to the reccomendations. It's better at the top for readers who might not get through the whole post if it's too complicated. So it depends on how much you think readers are dropping off mid-post. I would say the writing is clear and engaging enough that the drop-off rate probably isn't concerning, so I would leave it at the bottom. Not sure though!
